GlobalFocus Center, in partnership with the German Marshall Fund, and with the support of the Embassy of the Kingdom of the Netherlands, Orbotix Industries and the Naval Academy in Constanta convened the Black Sea Roundtable “From Strategy to Action: Implementing the EU Black Sea Strategic Approach” in Constanța and Bucharest, 7–9 October 2025.
The event brought together senior policymakers, defence and foreign affairs officials, EU and NATO representatives, academics, and private-sector experts to discuss how Europe can move from declarative strategy to coordinated, tangible action in the Black Sea region.
The roundtable aimed to translate the EU’s Strategic Approach to the Black Sea into an operational framework, exploring practical steps to enhance maritime security, connectivity, infrastructure resilience, and regional cooperation. Discussions focused on implementing the proposed EU Maritime Security Hub and linking it to other efforts to ensure 360 degrees defence of Europe’s flanks; integrating land–sea connectivity in the region and beyond to inscribe the Black Sea in the wider framework of perspectives on global maritime issues; and strengthening public–private partnerships to protect critical infrastructure and foster economic and democratic resilience.
Key conclusions highlighted that the Black Sea has evolved from Europe’s periphery into a frontline of strategic importance—a testing ground for the EU’s ability to act cohesively and deliver results. Participants agreed that sustainable security and prosperity in the region depend on regional ownership, coordinated EU–NATO action, and investment in dual-use infrastructure and societal resilience.
